Dear Editor:
These are the complaints against the Public Works Director, that Mammoth Town Council would not address in an open meeting.
This letter was originally dated March 19, 2013.
Mammoth Town Council:
Let this serve as my formal complaint against the Mammoth Public Works Director David Garcia.
Mr. Joe Casillas called my home complaining about his water. He said he could not get an answer from Town Hall.
I grabbed a jar and went to his house. Mr. Casillas was waiting outside with a plastic container full of what looked like water from a radiator. I drew another sample of water into a clean jar and left for Town Hall. The front door to the Town Hall was locked, so I entered through the police station. The Town Manager was having a meeting of some sort and could not get to the phone when Mr. Casillas had called.
I showed the water sample to the Manager and she called Mr. Garcia on his phone. He met me at the Town Hall, and when Mr. Garcia saw the sample he stated that the water did not come from a Mammoth tap.
On arriving at Mr. Casillas house, again, Joe was waiting outside with another sample. David told Joe that his sample did not come from his house. David drew a sample and said that it does have something in it. I suggested that the fire hydrant be flushed since it was so close. David called a crew and they opened the fire hydrant. The water came out dirty and then cleared up, so they shut off the fire hydrant before it washed out the neighbor’s yard. The water in Joe’s house came clean, so, everyone left.
Soon after I arrived home, Joe called again. Mr. Garcia told Joe, again, that the water sample he has in his hand is not from his tap. David keeps asking me, all the while, “Why is he calling you for?” and I keep telling him “I am a councilman and he cannot get through to Town Hall.”
Mr. David Garcia called me a liar, repeatedly, and he called Mr. Casillas a liar, repeatedly. Mr. Garcia still to this day has not given me or Mr. Casillas the results of the sample I took, which he was supposed to analyze.
I suggest that Mr. Garcia’s position with the Town of Mammoth be suspended, without pay, until this can be investigated. On completion of the investigation, he should be terminated.
